Non-web Marketing
Going back to the "grass roots" of business - there are a million opportunities offline to consider. First, get a good business card printed up and send it (personally deliver whenever possible) to as many potential clients as possible. If you are on a shoestring budget, you can get 250 cards for around $20 at Vista Print (they are FREE if you don't mind their name on the back.) You can opt to use one of their pre-made template designs, or - for a more creative look - you can have the card DESIGNED by a professional. This requires some graphics software and knowledge, but for the price and convenience - it's a great service!

Of course, do not forget to put your E-mail address, Website URL, phone number, and any other pertinent information on your business card. This information will tie all your sales material together for maximum effectiveness.
Look for advertising opportunities in your local newspapers, circulars and other publications which might be seen by your market. Many inexpensive marketing places can be found in almost every city, town & region. Magazine ads are another avenue, but they tend to be pricey. Although the recurring publication may be targeted to your specific subject or customer base, advertising prices are usually based on the # in circulation, but give little feedback in return (information on how many people actually looked at your ad.) Your ROI (Return On Investment) has to pay off or it's not worth pursuing. Needless to say, any printed ads you run should have your website URL highlighted. Think of the printed ad as a springboard, and the goal is to launch them to your website, which has a lot more room and opportunity to deliver information and sell the visitor on your product, service or concept.
